Last night, it was after midnight really, I managed to meet Tuan Guru Hj Harun. May Allah bless him and give him strength, for his effort to meet us at 0030 is indeed motivating and encouraging.

Yet we see many people takut untuk bercakap benar…..

Ahli Majlis Tertinggi UMNO (MT), Datuk Seri Dr. Ahmad Zahid Hamidi percaya orang Melayu di Selangor kini mula sedar bahawa mereka terpaksa menanggung padah kerana salah memilih kerajaan.

I know..I know. This blog hasn’t been updated for quite a long time.

Nabi once said, remember five before the five. Masa lapang sebelum masa sibuk.

Government decided to increase the price of fuel. As a reasonable citizen, I truly agree with that decision. However the manner in which the government execute and manage the hike in price seems to be so brutal and ruthless. And for me, government had not justified it well as to where the savings will go.

On one hand, as far as I can observe, the abrupt decision has created a number of opportunity to make money. Admittedly with a perfect hindsight, let me tell readers on how to make easy money.

1) A person who had material non-public information of the timing of the increase in price can easily make millions of ringgit simply by being bullish on TNB stock. Yes, increase in fuel price is very much expected. But who can expect that the government will increase the tariff for electricity? A person who has a ‘crystal ball’, surely will leverage on everything, buy TNB stock, and wait for the announcement to be made. Nice.

2) If there is no control (if any) in place that prohibit retailers from closing their gas station, a retailer can easily stop selling petrol on a reason of ‘No Stock’. Later at 1201 a.m., open his/her gas station, sell the RM1.98 petrol at RM2.70 per litre. You calculate the profit yourself if the gas station had 100,000 litres of petrol at 1201a.m.

The savings will go to subsidise food, so they said, which the citizen will enjoy through stockpiling mechanism. And so far, as I am aware, the government has yet to explain to rakyat on this stockpiling mechanism. As I learned from my Current Economics Problem course, through this mechanism, to ensure sustainable supply, ‘a wholesaler of wholesalers’ will be created and get exclusive right to import and buy commodity to be stockpiled.

Let us consider a very simplistic case, i.e. 2 levels of wholesaler. The first level wholesaler will get commodity at a very deep discount due to the subsidy. Later this grand wholesaler will add some margin as to cover the storage cost+operating cost+staffing cost+profit before selling it to the smaller wholesalers on the next chain. Smaller wholesalers will then sell the commodity to retailers, again after adding another layer of margin. Retailers, motivated by their nature of proprietorship will again add another level of margin.

Readers might have noted that this chain is nothing but similar to the normal flow of goods in the market. A subtle difference here is the notion of ‘deep discount’ given to the first grand wholesaler. The idea is for the deep discount to be trickled down to rakyat.

Ok, now we get to the caveat of the stockpiling mechanism. THIS MECHANISM IS VULNERABLE TO ABUSE, unless strict regulation on price control is enforced. And luckily in Malaysia, food price control (harga barang kawalan) is badly controlled and enforced. Proof: rice price, meat and chicken price during festive season.

And the party who will definitely enjoy this mechanism: the sole-grand-stockpiler/wholesaler and smaller wholesalers. I wonder who is going to get this exclusive right..and for sure, the concession agreement is SECRET, and subjected to OSA. Let us hope for this not to happen in our beloved Malaysia.
